Three gangs, one city, and the O's are not backing down.
The O's are one of the three dominant street gangs in the city of Stilwater, featured in the original Saints Row (2006). Alongside the Vagos and the player-led 3rd Street Saints, they carve up the city's territory in a three-way war of drive-bys, turf raids, and escalating violence. The O's serve as a primary antagonistic faction the player must systematically dismantle to claim Stilwater for the Saints.
As a rival gang, the O's populate the open world with patrols, territorial markers, and mission-specific encounters. They are not a narrative-driven faction with a single named leader front and center the way later Saints Row gangs are; rather, they function as a collective enemy force whose members you encounter across Stilwater's streets, alleys, and rooftops throughout the campaign.

Lore & Background
Stilwater in the original Saints Row is a city that has fractured along gang lines. The 3rd Street Saints, the Vagos, and the O's each hold swaths of the urban landscape, and the player's objective is to break the stalemate and take the whole city. The O's hold their own patches of territory, and their members are scattered throughout the map as patrol units, ambushers, and mission-specific targets.
The three-way conflict is the structural backbone of the game's campaign. Rather than a single dramatic boss confrontation, the player grinds through territory, completes missions that weaken the O's and the Vagos in parallel, and eventually stages the final push to claim Stilwater. The O's are as much a texture of the world as a story beat: their cars, their color-coded members, and their presence in side activities make them a constant reminder that the Saints are not the only crew with ambition.
Volition designed the first Saints Row as a GTA-style open-world crime game with a heavy irreverent tone, and the O's fit that template. They are a gang you fight, not a gang you befriend or betray in a complicated narrative arc. Their role is to be the obstacle, the rival, the thing standing between the player and total dominance of Stilwater.
In Their Own Story
The alley behind the old textile factory reeks of diesel and cheap cologne. A pair of O's members lean against a rusted dumpster, one of them flicking a lighter off and on, off and on, while the other scans the street for Saints. They don't see the black sedan idling two blocks over, engine purring, three Saints already in the back seat with weapons racked. The lighter clicks. The sedan's headlights cut the alley in half. What follows is ninety seconds of gunfire, a flipped dumpster, and the distant wail of a siren that will never quite make it in time. By the time the O's realize the Saints are here, the territory marker on the map has already changed color. Stilwater keeps shifting. It always does.

The O's do not have a single spotlighted leader the way later Saints Row gangs do. They are a collective: a roster of named and unnamed members who patrol Stilwater, hold territory, and show up in missions as the enemy force you have to clear out.
In the original Saints Row (2006), the O's are one of three factions you must defeat. Their members appear in the open world as drive-by targets, in scripted missions where you assault their positions, and in side activities that test your combat and driving skills. They are visually distinct from the Saints and the Vagos, with their own color palette and vehicle preferences.

If you are playing through the first Saints Row, treat the O's as a mid-campaign pressure test. They are not the final boss, but they are the wall you have to smash through before the Vagos become the real problem. Stack your weapons, keep your car fueled, and do not get greedy on the side jobs. Stilwater is small, and the O's are watching every street.
