Julius Little is the leader of the 3rd Street Saints, a multiracial gang dedicated to controlling violence in Stilwater. He personally saves the player character and initiates them into the gang. Julius has the player prove themselves by reclaiming the district of Saint's Row, then assigns them to work under his top lieutenants: Johnny Gat, Dexter "Dex" Jackson, and Lin. After the player helps wipe out the three rival gangs—the Vice Kings, Los Carnales, and the Westside Rollerz—Julius promotes the player to his chief lieutenant. Later, corrupt police chief Monroe has Julius arrested and threatens his life to force the player to kill Alderman Richard Hughes. The Saints organize an ambush to kill Monroe and rescue Julius. After the player kills Hughes, Julius watches from a distance as the player is taken onto Alderman Richard Hughes's private yacht. As Hughes orders the player's execution, the yacht explodes, seemingly killing everyone onboard. Julius's fate after the explosion is not shown.

Julius Little stands in the shadows, watching the yacht where his chief lieutenant has been taken by Alderman Richard Hughes. He knows Hughes plans to have the Saints arrested and Saint's Row sold to developers. He knows Troy Bradshaw was an undercover cop. He watches as the yacht explodes, consuming everyone onboard. Without a word, he turns and walks away, leaving the city he fought to control behind him.

He assigns missions through his lieutenants: Johnny Gat focuses on the Vice Kings, Dexter "Dex" Jackson targets Los Carnales, and Lin works undercover against the Westside Rollerz. After all three rival gangs are defeated, Julius promotes the player to his chief lieutenant. He is later arrested by police chief Richard Monroe, requiring the player to rescue him in an ambush. Julius does not appear as a playable character or combat ally in the game; he functions as a mission-giver and narrative figure. His voice is provided by Keith David.
