In the Saints Row universe, the Jetpack sits somewhere between military surplus and garage-band engineering. It is not a sleek, purpose-built flight system; it is a brute-force rocket strapped to a harness, the kind of thing a gang with a grudge and a lot of cash would weld together in a warehouse in Stilwater. The Saints treat it less as a vehicle and more as a statement: you do not need a helicopter, a jet, or a reason. You need a tank of fuel and the nerve to point it at the sky.

Across the franchise, the Jetpack has been used in heists, escapes, and missions where the intended solution was clearly 'drive a car around the block' but the player chose to simply fly over the entire city. Saints Row 2 (2008): The Jetpack is available as a purchasable vehicle. It features a finite fuel tank that depletes while the thrusters are active, limiting flight to short bursts.
