Stilwater Pier is a waterfront neighborhood in the city of Stilwater, the primary setting of Saints Row (2006). Situated along the harbor, it is an industrial dockside area of warehouses, shipping containers, and moored boats that serves as one of the territories the player's gang, The Saints, must wrest from rival factions during the game's campaign.
As a map region, the Pier sits apart from the denser downtown blocks of Stilwater, giving it a more open, salt-worn character. Its docks and loading zones provide verticality for vehicle stunts and serve as staging grounds for several story missions involving gang warfare and heists.

Lore & Background
In the criminal geography of Stilwater, the Pier has always been contested ground. Its proximity to the water made it a natural smuggling corridor, and over the years it passed through the hands of several organized groups. By the time the player arrives in the city, the Ronins and other rival gangs have carved the dockside into turf, using the warehouses as safe houses and the container stacks as cover for drive-by shootouts.
The Saints' interest in the Pier is both strategic and symbolic. Controlling the waterfront gives the gang access to vehicles parked along the quayside and a vantage point over the harbor, but it also signals to the other factions that the Saints are no longer a street-level crew. Liberating the Pier is a milestone in the campaign: it shifts the conflict from alley brawls to larger, vehicle-heavy engagements across open dockyards.
After the Saints take hold, the Pier's character changes in small but noticeable ways. Graffiti tags appear on the container walls, a few of the moored boats are repurposed as mobile bases, and the ambient tension of rival patrols is replaced by the Saints' own muscle cruising the loading docks. The area remains industrial and slightly run-down, but it carries the energy of a gang that has just claimed new ground.
In Their Own Story
The fog rolled in off the harbor at two in the morning, turning the cranes into grey silhouettes. Eli pulled the Voodoo to the end of the pier where the chain-link fence gave way to open water, and the engine idled against the salt air. A Ronin lookout spotted the headlights and bolted across the container yard, his sneakers slapping wet concrete. The Saints fanned out—two on foot, one in the car, one already on the roof of a shipping container with a shotgun. The lookout never made it past the third stack. By the time the fog lifted, the blue and gold tag was spray-painted across the side of the largest warehouse, and the Pier belonged to them.

Stilwater Pier reads visually distinct from downtown: wide open dockyards, rows of stacked shipping containers in muted reds and greens, rusted gantry cranes, and a long concrete quay where a handful of small boats are moored. The terrain is flat but broken up by container stacks you can drive over or park on for a vantage shot.
Before liberation, rival gang members (Ronins and others) patrol the container lanes and warehouse doorways. Expect drive-by encounters and a few set-piece shootouts in the open yard. The area's layout is linear along the water but branches into the container mazes, making it ideal for flanking.
Key story missions anchored here involve a vehicle chase along the quay, a warehouse shootout, and a territory-liberation sequence where you must clear out the last rival holdouts. After the Saints take the block, the patrols swap to your own colors, a few parked vehicles appear as pickups, and the ambient music shifts to something less hostile.
Hidden details: a small boat at the far end of the pier can be entered and driven a short distance along the water before it capsizes; a container near the main crane has a slightly different paint job that hints at a hidden weapon cache; and the lighthouse at the pier's tip offers one of the best free-roam views of the full Stilwater skyline at sunset.
